World Interchange Network (WIN) is now an operational independent organization
for worldwide technology transfer in the road sector. Its headquarters
(permanent secretariat) is located in Montreal, Canada.
FINNT2 is the regional center of WIN in Northern Europe.
The WIN founders conference in Casablanca, in June, 1994 imposed an organizing
group the task of making WIN operational by September, 1995. The group
succeeded in its effort. Earlier, three OECD seminars (in Orlando 1990,
Seville 1991 and Budapest 1992) were held to pursue this kind of organization.
WIN General Assembly, held in Montreal on September 3rd this year elected a Board of Directors for the Network. Yvan Demers (Canada/Quebec) was chosen Chairman, John Cutrell (USA), Michel Servranckx (Belgium) and Herman Fernandez (Colombia) Vice-Chairmen. Thomas Brahms (USA), Ioan Druta (Romania), Abdenaceur Kalli (Algeria), Gloria Jeff (USA), Robert De Paepe (Belgium), Andrew Pentecost (Australia), D.V. Singh (India), Raimo Tapio (Finland/FinnT2) and Stuart Yerrel (Great Britain/European Union) were chosen Members of the Board.

WIN's objectives are to bring about improved access to worldwide road expertise, accelerated dissemination and implementation of technology, facilitated assessment of domestic practices as compared to international practices and increased complementarity of efforts in research and development.
WIN General Assembly also decided that the next general assembly, next board ot directors meeting and a world-wide seminar on technology transter will be held in Helsinki in May, 1996.

Such topics as Measures Due to the Baltic T2 Center Evaluation, Utilization of E-mail and Internet Connections in Technology Transfer Networking, Opportunities for European Union's Phare and Tacis Financing in Technology Transfer and Introduction of World Interchange Network were included in the seminar program this time.
